Recently, there was an interesting turn of events here in Region 12. The Region had raised a substantial amount of money for Challenge of the Heart at the '96 Summit. During the term of Interim RC Bill Browning, the entire sum was donated to Caring for Babies with Aids. Later, Mr. Browning went off to join the "12th Fleet" whose official charity is incidentally the aforementioned Caring for Babies with Aids. When questioned, Mr. Browning stated that Challenge of the Heart was no longer affiliated with Starfleet. He then intimated that funds given to Challenge of the Heart could possibly be absconded with. He explained that he therefore decided to give the funds to another aids charity that he felt was just as deserving. Most of Region 12 is okay with the funds going to another good aids charity. Many members are concerned that hundreds of dollars raised for one charity ended up in the hands of another one. These members are also concerned that an RC decided without any substantial evidence that a charity with earmarked regional funds was no longer deserving of those funds. I asked the current RC a few questions about this. He said that the Region had no constitution and Starfleet didn't dictate any rules for the handling of regional funds. Because of this, what had been done was perfectly legal and well within the rights of Mr. Browning. While this is legal, that doesn't make it acceptable. There should be better financial controls. Many regions run a treasury with hundreds of dollars. The members of those regions have a right to know that money is protected. The Commanding Officers have a right to be consulted before regional funds are appropriated. While we're putting Starfleet's financial house in order.....maybe we should look at our regions too.
